RECO
RED 14 SEP 16
HONGKONG.
GOVERNMENT HOUSE,
10th August, 1916.
Sir,
With reference to my despatch No. 214 of the 4th of June, I have the honour to inform you that I have recent- -ly investigated the casualties in the European contingent of the Police Force attributable to the excessive consumption of intoxicating liquor. I attach a return showing the number of dismissals for drunkenness since 1893.
2.
The records are however incomplete because they show only the number of men actually dismissed for intemperance. They do not show the considerable percentage of dismissals for breaches of discipline induced by drink, and of deaths from alcoholism.
A calculation has been made from personal
knowledge of individual cases with the result that to the 60 dismissals for drunkenness there have to be added 31 dismissals ¦ for offences induced by drink and 6 actual deaths from alcohol- -ism. These figures are probably conservative.
3.
The total casualties from drink become therefore
97 and if the percentage is taken of men thus lost to the Force
to the number of men (450) exclusive of those still serving (164) who have served in the Force since 1893 it is found to
be
THE RIGHT HONOURABLE
